Keep the gas on at Tomás's home in Sacramento

The gas account is 3 months behind. Tomás received a disconnection notice that says service will be cut off on November unless $800 is paid. He had never been late before losing my job in July. Tomás called the provider and asked about a payment plan, but they need a down payment of $200 first, which isn't available. The household includes a newborn, and going through the rainy season without gas isn't safe. We would also lose the ability to run the medical equipment at home.
