Walter called the provider and asked about a payment plan, but they need a down payment of $170 first, which isn't available.
The household includes a parent on oxygen therapy, and going through winter without electricity isn't safe. We would also lose the ability to run the medical equipment at home.
Walter is working on getting back on his feet, and wants to pay it forward once steady.
