Keep the electricity on at Victor's home in Eldoret

The electricity account is 2 months behind. Victor received a disconnection notice that says service will be cut off on April unless $105 is paid. He had never been late before my partner leaving the household. Victor called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes two young children, and going through the cold months without electricity isn't safe. We can't cook, keep medicine cold or heat the home.
