Keep the electricity and water on at Yves's home in Saint-Denis

The electricity and water account is 4 months behind. I received a disconnection notice that says service will be cut off on November unless I pay $500. I have never been late before a reduction in hours. I called the provider and asked about a payment plan, but they need a down payment of $135 first, which I don't have. I live with a parent on oxygen therapy, and going through summer without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
