Keep the electricity and water on at Rubén's home in Buenos Aires

The electricity and water account is 4 months behind. Rubén received a disconnection notice that says service will be cut off on December unless $150 is paid. He had never been late before August's medical emergency. Rubén called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes an elderly mother, and going through the cold months without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
