Keep the electricity and water on at Ida's home in Berlin

The electricity and water account is 4 months behind. I received a disconnection notice that says service will be cut off on August unless I pay $750. I have never been late before a reduction in hours. I called the provider and asked about a payment plan, but they need a down payment of $55 first, which I don't have. I live with three children under ten, and going through summer without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
