Help Winnie with an overdue electricity and water bill before winter

The electricity and water account is 2 months behind. Winnie received a disconnection notice that says service will be cut off on May unless $150 is paid. She had never been late before March's medical emergency. Winnie called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes a newborn, and going through winter without electricity and water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature. Winnie is working on getting back on her feet, and wants to pay it forward once steady. The money will go directly to the utility provider, and I'll post the paid statement here.
