Help Wawan with an overdue electricity and water bill before the cold months

The electricity and water account is 2 months behind. Wawan received a disconnection notice that says service will be cut off on August unless $100 is paid. He had never been late before losing my job in May. Wawan called the provider and asked about a payment plan, but they need a down payment of $25 first, which isn't available. The household includes a parent on oxygen therapy, and going through the cold months without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
