Help Viral with an overdue electricity and water bill before the cold months

The electricity and water account is 4 months behind. Viral received a disconnection notice that says service will be cut off on August unless $100 is paid. He had never been late before my partner leaving the household. Viral called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes two young children, and going through the cold months without electricity and water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature. Viral is working on getting back on his feet, and wants to pay it forward once steady.
