Help Usha with an overdue electricity and water bill before the rainy season

The electricity and water account is 3 months behind. Usha received a disconnection notice that says service will be cut off on April unless $150 is paid. She had never been late before a reduction in hours. Usha called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes three children under ten, and going through the rainy season without electricity and water isn't safe. The children would have no light to study by.
