The registrar has said Takashi can't enroll for the next term until the balance is cleared. Takashi has a first-class average, and an academic advisor has written in support. Graduating means a stable job and the chance to support the younger siblings. Without enrolling this term Takashi would lose his place and scholarship eligibility.
