Help Suresh with an overdue water bill before winter

The water account is 3 months behind. Suresh received a disconnection notice that says service will be cut off on November unless $100 is paid. He had never been late before my partner leaving the household. Suresh called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available. The household includes a parent on oxygen therapy, and going through winter without water isn't safe. We can't cook, keep medicine cold or heat the home.
