Help Roberto with an overdue electricity and water bill before the rainy season

The electricity and water account is 4 months behind. Roberto received a disconnection notice that says service will be cut off on July unless $200 is paid. He had never been late before a reduction in hours. Roberto called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available. The household includes two young children, and going through the rainy season without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
