Help Rey with an overdue gas bill before winter

The gas account is 2 months behind. Rey received a disconnection notice that says service will be cut off on May unless $100 is paid. He had never been late before February's medical emergency. Rey called the provider and asked about a payment plan, but they need a down payment of $15 first, which isn't available. The household includes two young children, and going through winter without gas isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
