Help Reagan with an overdue water bill before summer

The water account is 4 months behind. Reagan received a disconnection notice that says service will be cut off on August unless $1,000 is paid. She had never been late before a reduction in hours. Reagan called the provider and asked about a payment plan, but they need a down payment of $160 first, which isn't available.
