Help Queen with an overdue gas bill before winter

The gas account is 4 months behind. Queen received a disconnection notice that says service will be cut off on April unless $100 is paid. She had never been late before a reduction in hours. Queen called the provider and asked about a payment plan, but they need a down payment of $25 first, which isn't available. The household includes a parent on oxygen therapy, and going through winter without gas isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
