Help Priya with an overdue water bill before summer

The water account is 2 months behind. Priya received a disconnection notice that says service will be cut off on December unless $100 is paid. She had never been late before losing my job in August. Priya called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available.
