Help Luca with an overdue gas bill before the cold months

The gas account is 3 months behind. Luca received a disconnection notice that says service will be cut off on July unless $800 is paid. He had never been late before a reduction in hours. Luca called the provider and asked about a payment plan, but they need a down payment of $160 first, which isn't available. The household includes a disabled brother, and going through the cold months without gas isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
