Help Lakshmi with an overdue electricity bill before summer

The electricity account is 3 months behind. Lakshmi received a disconnection notice that says service will be cut off on October unless $100 is paid. She had never been late before losing my job in June. Lakshmi called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available.
