Help Kamau with an overdue water bill before summer

The water account is 2 months behind. Kamau received a disconnection notice that says service will be cut off on June unless $100 is paid. He had never been late before April's medical emergency. Kamau called the provider and asked about a payment plan, but they need a down payment of $10 first, which isn't available.
