Help Kagiso with an overdue electricity and water bill before the cold months

The electricity and water account is 3 months behind. Kagiso received a disconnection notice that says service will be cut off on October unless $150 is paid. She had never been late before losing my job in July. Kagiso called the provider and asked about a payment plan, but they need a down payment of $50 first, which isn't available. The household includes three children under ten, and going through the cold months without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
