Help Jannat with an overdue water bill before summer

The water account is 2 months behind. Jannat received a disconnection notice that says service will be cut off on April unless $100 is paid. She had never been late before my partner leaving the household. Jannat called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes a parent on oxygen therapy, and going through summer without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
