Help Jakkrit with an overdue electricity bill before winter

The electricity account is 4 months behind. Jakkrit received a disconnection notice that says service will be cut off on December unless $200 is paid. He had never been late before an unexpected car repair. Jakkrit called the provider and asked about a payment plan, but they need a down payment of $35 first, which isn't available. The household includes a newborn, and going through winter without electricity isn't safe. We would also lose the ability to run the medical equipment at home.
