Help Jade with an overdue electricity and water bill before the cold months

The electricity and water account is 3 months behind. Jade received a disconnection notice that says service will be cut off on October unless $650 is paid. She had never been late before losing my job in June.
Jade called the provider and asked about a payment plan, but they need a down payment of $115 first, which isn't available.
The household includes two young children, and going through the cold months without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
Jade is working on getting back on her feet, and wants to pay it forward once steady.
Every dollar goes to the account in Jade's name; a copy of the paid bill will be shared in the updates.
