Help Ife with an overdue water bill before winter

The water account is 3 months behind. Ife received a disconnection notice that says service will be cut off on December unless $100 is paid. She had never been late before August's medical emergency. Ife called the provider and asked about a payment plan, but they need a down payment of $25 first, which isn't available. The household includes an elderly mother, and going through winter without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature. Ife is working on getting back on her feet, and wants to pay it forward once steady. The money will go directly to the utility provider, and I'll post the paid statement here.
