Help Idris with an overdue electricity bill before the rainy season

The electricity account is 4 months behind. Idris received a disconnection notice that says service will be cut off on September unless $400 is paid. He had never been late before my partner leaving the household.
Idris called the provider and asked about a payment plan, but they need a down payment of $95 first, which isn't available.
The household includes three children under ten, and going through the rainy season without electricity isn't safe. We would also lose the ability to run the medical equipment at home.
