The registrar has said Ian can't enroll for the next term until the balance is cleared. Ian has a top-ten-percent average, and an academic advisor has written in support. Graduating means a stable job and the chance to support the younger siblings. Without enrolling this term Ian would lose his place and scholarship eligibility. Ian isn't asking for a handout - He wants to finish what He started and help the next student.
