Help Hoa with an overdue electricity and water bill before summer

The electricity and water account is 2 months behind. Hoa received a disconnection notice that says service will be cut off on November unless $100 is paid. She had never been late before an unexpected car repair.
Hoa called the provider and asked about a payment plan, but they need a down payment of $10 first, which isn't available.
The household includes a disabled brother, and going through summer without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
Hoa is working on getting back on her feet, and wants to pay it forward once steady.
