Help Hayato with an overdue electricity and water bill before the cold months

The electricity and water account is 4 months behind. Hayato received a disconnection notice that says service will be cut off on December unless $800 is paid. He had never been late before my partner leaving the household. Hayato called the provider and asked about a payment plan, but they need a down payment of $150 first, which isn't available.
