Help Hanna with an overdue electricity bill before summer

The electricity account is 3 months behind. Hanna received a disconnection notice that says service will be cut off on June unless $100 is paid. She had never been late before a reduction in hours. Hanna called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes a parent on oxygen therapy, and going through summer without electricity isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
