Help Halina with an overdue water bill before winter

The water account is 4 months behind. Halina received a disconnection notice that says service will be cut off on July unless $250 is paid. She had never been late before an unexpected car repair. Halina called the provider and asked about a payment plan, but they need a down payment of $80 first, which isn't available. The household includes a newborn, and going through winter without water isn't safe. We would also lose the ability to run the medical equipment at home.
