Help Ghada with an overdue water bill before winter

The water account is 4 months behind. Ghada received a disconnection notice that says service will be cut off on March unless $100 is paid. She had never been late before losing my job in January. Ghada called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes a disabled brother, and going through winter without water isn't safe. We would also lose the ability to run the medical equipment at home.
