Help George with an overdue electricity bill before winter

The electricity account is 4 months behind. George received a disconnection notice that says service will be cut off on May unless $150 is paid. He had never been late before February's medical emergency.
George called the provider and asked about a payment plan, but they need a down payment of $10 first, which isn't available.
The household includes a parent on oxygen therapy, and going through winter without electricity isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
George is working on getting back on his feet, and wants to pay it forward once steady.

is there a list of costs somewhere? Just curious how it adds up for George.
The list at the bottom is the whole picture. gas arrears is the biggest at $90. Good question.
