The electricity account is 3 months behind. Eliana received a disconnection notice that says service will be cut off on November unless $550 is paid. She had never been late before August's medical emergency. Eliana called the provider and asked about a payment plan, but they need a down payment of $140 first, which isn't available. The household includes a parent on oxygen therapy, and going through the cold months without electricity isn't safe.
