Help Elena with an overdue heating bill before the rainy season

The heating account is 3 months behind. Elena received a disconnection notice that says service will be cut off on September unless $100 is paid. She had never been late before losing my job in June.
Elena called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available.
The household includes three children under ten, and going through the rainy season without heating isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
Elena is working on getting back on her feet, and wants to pay it forward once steady.
The money will go directly to the utility provider, and I'll post the paid statement here.
