Help Eiji with an overdue gas bill before winter

The gas account is 3 months behind. Eiji received a disconnection notice that says service will be cut off on October unless $700 is paid. He had never been late before my partner leaving the household. Eiji called the provider and asked about a payment plan, but they need a down payment of $90 first, which isn't available.
