The electricity and water account is 2 months behind. Dipu received a disconnection notice that says service will be cut off on March unless $100 is paid. He had never been late before a reduction in hours. Dipu called the provider and asked about a payment plan, but they need a down payment of $10 first, which isn't available. The household includes a parent on oxygen therapy, and going through the cold months without electricity and water isn't safe. The children would have no light to study by.
