Help Dhanalakshmi with an overdue water bill before winter

The water account is 2 months behind. Dhanalakshmi received a disconnection notice that says service will be cut off on January unless $100 is paid. She had never been late before an unexpected car repair. Dhanalakshmi called the provider and asked about a payment plan, but they need a down payment of $25 first, which isn't available. The household includes three children under ten, and going through winter without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature. Dhanalakshmi is working on getting back on her feet, and wants to pay it forward once steady. The money will go directly to the utility provider, and I'll post the paid statement here.
