Help Dewi with an overdue electricity and water bill before the cold months

The electricity and water account is 3 months behind. Dewi received a disconnection notice that says service will be cut off on October unless $150 is paid. She had never been late before August's medical emergency. Dewi called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes a newborn, and going through the cold months without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
