Help Denise with an overdue electricity bill before the cold months

The electricity account is 4 months behind. Denise received a disconnection notice that says service will be cut off on October unless $800 is paid. She had never been late before a reduction in hours. Denise called the provider and asked about a payment plan, but they need a down payment of $75 first, which isn't available. The household includes a parent on oxygen therapy, and going through the cold months without electricity isn't safe. The children would have no light to study by.
