Help Daniel with an overdue heating bill before winter

The heating account is 3 months behind. Daniel received a disconnection notice that says service will be cut off on October unless $150 is paid. He had never been late before my partner leaving the household. Daniel called the provider and asked about a payment plan, but they need a down payment of $15 first, which isn't available.
