Help Bogdana with an overdue water bill before winter

The water account is 2 months behind. Bogdana received a disconnection notice that says service will be cut off on January unless $100 is paid. She had never been late before my partner leaving the household. Bogdana called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available.
