Help Autumn with an overdue water bill before the cold months

The water account is 4 months behind. Autumn received a disconnection notice that says service will be cut off on November unless $500 is paid. She had never been late before an unexpected car repair. Autumn called the provider and asked about a payment plan, but they need a down payment of $150 first, which isn't available. The household includes a disabled brother, and going through the cold months without water isn't safe. We can't cook, keep medicine cold or heat the home. Autumn is working on getting back on her feet, and wants to pay it forward once steady. The money will go directly to the utility provider, and I'll post the paid statement here.
