Help Amelia with an overdue water bill before the rainy season

The water account is 4 months behind. Amelia received a disconnection notice that says service will be cut off on November unless $900 is paid. She had never been late before a reduction in hours.
Amelia called the provider and asked about a payment plan, but they need a down payment of $170 first, which isn't available.
The household includes an elderly mother, and going through the rainy season without water isn't safe. We can't cook, keep medicine cold or heat the home.
Amelia is working on getting back on her feet, and wants to pay it forward once steady.
