Help Abosede with an overdue electricity and water bill before winter

The electricity and water account is 4 months behind. Abosede received a disconnection notice that says service will be cut off on April unless $100 is paid. She had never been late before my partner leaving the household. Abosede called the provider and asked about a payment plan, but they need a down payment of $15 first, which isn't available. The household includes two young children, and going through winter without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home. Abosede is working on getting back on her feet, and wants to pay it forward once steady. The money will go directly to the utility provider, and I'll post the paid statement here.
