Heating shut-off notice: help Zoya pay $50

The heating account is 2 months behind. Zoya received a disconnection notice that says service will be cut off on May unless $50 is paid. She had never been late before March's medical emergency. Zoya called the provider and asked about a payment plan, but they need a down payment of $15 first, which isn't available. The household includes a disabled brother, and going through summer without heating isn't safe. We can't cook, keep medicine cold or heat the home.
