Heating shut-off notice: help Subramanian pay $150

The heating account is 4 months behind. Subramanian received a disconnection notice that says service will be cut off on August unless $150 is paid. He had never been late before my partner leaving the household. Subramanian called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available. The household includes a disabled brother, and going through winter without heating isn't safe. We can't cook, keep medicine cold or heat the home.
