Heating shut-off notice: help Sachin pay $105

The heating account is 2 months behind. Sachin received a disconnection notice that says service will be cut off on August unless $105 is paid. He had never been late before losing my job in April. Sachin called the provider and asked about a payment plan, but they need a down payment of $30 first, which isn't available.
