Heating shut-off notice: help Marina pay $200

The heating account is 4 months behind. Marina received a disconnection notice that says service will be cut off on December unless $200 is paid. She had never been late before my partner leaving the household. Marina called the provider and asked about a payment plan, but they need a down payment of $40 first, which isn't available.
