Heating shut-off notice: help Ludwig pay $650

The heating account is 2 months behind. Ludwig received a disconnection notice that says service will be cut off on December unless $650 is paid. He had never been late before losing my job in August. Ludwig called the provider and asked about a payment plan, but they need a down payment of $120 first, which isn't available. The household includes two young children, and going through the rainy season without heating isn't safe. We can't cook, keep medicine cold or heat the home.
